Replace hack/validate-main-promotion-guard.py with a container run of determinize-ci-operator (ci_auto-config-brancher_latest) using --validate-main-promotion, --infra-periodics, and --prow-config-dir.

Requires ci-tools with the main-promotion validation flags merged.
